The requirement for an employing agency to send a detailed flying armed specification to the Federal Air Marshal Service is crucial for several reasons. This document provides the necessary information regarding the specific protocols, qualifications, and conditions under which officers are authorized to fly armed. It outlines the rationale behind the need for armed protection in transit, ensuring that the Federal Air Marshal Service has a comprehensive understanding of the employing agency's standards and compliance measures.

Additionally, having this detailed specification helps maintain a high level of safety and security, as it establishes clear guidelines for the officers and ensures that all armed personnel are adequately prepared for their responsibilities while on a flight. This protocol also facilitates communication between agencies, helping to streamline the approval process and ensuring compliance with federal regulations.

In contrast, a memorandum of understanding typically outlines a general agreement between parties, an authorization request would be more about obtaining specific permissions rather than detailing the operational protocols, and an incident report pertains to documenting specific occurrences rather than pre-approval processes for flying armed. Thus, the detailed flying armed specification serves as the foundational document needed to ensure all safety and operational requirements are met for officers flying armed.
